Press Release Driver’s License Safety Sticker Program To Aid
Communication Montpelier. Today, Secretary of State Deb Markowitz announced the renewal of a driver’s license sticker program designed to improve communication between deaf and hard of hearing drivers and police and rescue personnel. Markowitz said, "We are pleased to renew this important program. Vermonters who are deaf or hard of hearing have been concerned that police or rescue personnel can misunderstand their failure to respond to oral commands or requests with potentially serious results. This voluntary program allows drivers, who choose to place a brightly colored sticker on their drivers license, to alert police or rescue personnel to the fact that the individual is deaf or hard of hearing." A hard of hearing or deaf person who wishes to participate in this program can contact the Secretary of State’s Office to request a sticker to place on the back of their driver’s license. The stickers are brightly colored and have either the word "DEAF" or "Hard of Hearing – Speak Clearly" written on them. A person using the sticker who is stopped by a police officer is advised to present their license with this sticker showing so that the police officer knows of their disability. As part of renewing this program the Secretary of State’s office will be reminding the agencies that serve the deaf and hard of hearing as well as distributors of hearing aids and audiologists. The Secretary of State will also be sending a notice to police and rescue agencies to remind them to look for the sticker and to ask that they be aware of the possibility that a person they encounter is deaf or hard of hearing. The deaf and hard of hearing stickers are not available from the Vermont Department of Motor Vehicles and do not indicate a restriction of any kind. Secretary of State Deborah Markowitz announced today that the midwifery license of Roberta Rose Devers-Scott has been summarily suspended. Markowitz said, "Devers-Scott=s license was suspended because her continued practice poses an imminent threat to the health, safety or welfare of the public." The administrative law officer presiding at the hearing found that the immediate suspension was warranted based on the evidence presented surrounding Devers-Scott=s failure to follow critical procedures and practices prescribed by the Rules for Midwives in two separate cases. In the first case the infant suffered serious brain injury and in the second case the infant died. Devers-Scott is prohibited from teaching midwifery, attending, participating in, caring, consulting, treating, advising, assisting or in any form aiding, or consulting in the prenatal care, labor, birth, delivery or post-delivery of any pregnant and/or birthing woman in the State of Vermont. Markowitz said, "under this order Devers-Scott is required to immediately transfer her patients to appropriate health care personnel as of midnight February 21st." Accessible Secretary of State’s Office Offers Grants to Towns, Individuals and Organizations Montpelier. Today Secretary of State Deb Markowitz announced a new grant program designed to help ensure individuals with disabilities have equal access to voting. Markowitz said, "with federal funding from the Help America Vote Act (HAVA), the Office of the Secretary of State is issuing a Request for Proposals (RFP) to enhance voting opportunities for Vermonters with disabilities." Markowitz said, "individuals and entities including municipalities, public or private for-profit or non-profit organizations, particularly those that serve individuals with disabilities are encouraged to submit proposals." Four separate activities will be funded:
Markowitz said, "we have a total of $100,000 available for this program and expect to award a number of small grants. Applicants are therefore encouraged to submit requests that do not exceed $5,000 per activity. Applicants may apply for one activity or for any number of the four activities. The maximum amount requested by one individual or entity cannot exceed $15,000. The deadline for submitting proposals is March 19,
2004, with funding available from April 15, 2004 to November 30, 2004. For

Today, Secretary of State Deb Markowitz announced that a number of business filing fees will be changing March 1st. Markowitz said, "many of our registration fees have not changed for over 15 years. We found in many cases that the cost of processing the fee was greater than the fee itself. We eliminated some of these minor fees and increased others." Business registration fees currently generate approximately 2.5 million dollars for the state every year. The Corporations Division of the Secretary of State has a budget of approximately $500,000, so most of these fees go to support the general operation of government. The new fees should add an additional $400,000. Most Fees have stayed the same. The ones that have changed are listed below:Domestic CorporationsArticles of Dissolution: $20.
